NCAA Certifies 3 Horizons as Charter Operator, Reaffirms Safety Oversight

The Nigeria Civil Aviation Authority (NCAA) has granted an Air Operator Certificate (AOC) to 3 Horizons Limited, officially authorising the company to commence operations as a charter airline in the country.

The presentation of the certificate took place on Wednesday, 17th September 2025, at the Authority’s Corporate Headquarters in Abuja, where the Director General of Civil Aviation (DGCA), Capt. Chris Najomo, performed the formal handover.

Capt. Najomo lauded 3 Horizons for successfully navigating the certification process, which he described as one of the most thorough safety and operational assessments in the industry. He emphasised that the AOC was not merely a regulatory formality, but a responsibility that came with high expectations.

“The certification of 3 Horizons is a clear demonstration that Nigeria’s aviation industry is not only expanding but also firmly anchored on safety,” the DGCA said. “The NCAA will sustain active surveillance of all operators to ensure full compliance with safety standards, protect passengers, and preserve the integrity of the sector.”

The Authority’s boss also reassured industry stakeholders that the NCAA’s priority remains the enforcement of global best practices in aviation, underscoring that every operator must maintain standards that reflect international benchmarks.

In his remarks, Capt. Sanni Mohammed Shehu, Director of Operations and Chief Pilot of 3 Horizons, expressed appreciation to the NCAA for its guidance and professionalism throughout the certification stages. He pledged that the airline would abide by the conditions of its AOC, adding that safety and reliability would remain the company’s guiding principles.

The issuance of the AOC to 3 Horizons adds to the growing number of licensed operators in Nigeria, a development that reflects the dynamism of the market, fostering healthy competition.
