Nigeria Partners UAE on Advanced Cargo Information Systems to Transform Aviation Security, Trade

Nigeria has entered into a landmark agreement with DALIL UAE to introduce Advanced Cargo Information (ACI) systems across its airports, in what officials describe as a decisive step towards revolutionising the nation’s aviation and cargo operations.

The Memorandum of Understanding (MoU) was signed in Abu Dhabi on 12 September 2025 during an official mission led by the Honourable Minister of Aviation and Aerospace Development, Olorogun Festus Keyamo, SAN, CON.

The Nigerian delegation was received at Abu Dhabi International Airport and later at the UAE’s Command and Control Centre, where they witnessed first-hand demonstrations of world-class cargo management technologies.

DALIL UAE, widely regarded for its expertise in aviation security and digital cargo systems, provided the delegation with technical briefings that highlighted how ACI platforms enable real-time data collection, accurate risk profiling, and more efficient cargo clearance processes.

A guided tour of the ACI and Command Centres reinforced the practical benefits of adopting such technology, particularly for countries seeking to improve trade facilitation and tighten aviation security controls.

The MoU outlines a phased approach to implementation. Feasibility studies are scheduled to begin in October 2025, followed by a nationwide deployment of the systems across Nigerian airports by the third quarter of 2026.

The agreement also commits DALIL UAE to provide technical support and capacity-building as part of its collaboration with the Federal Government of Nigeria.

Minister Keyamo emphasised that the introduction of ACI would significantly enhance the nation’s aviation framework.

According to him, the system is expected to bolster security through early identification of suspicious cargo, reduce bottlenecks that have long plagued cargo clearance processes, and strengthen government revenue assurance with the use of real-time monitoring tools.

Beyond these gains, he said, the technology will ease cross-border trade, enabling Nigeria to emerge as a leading logistics hub in West Africa while ensuring alignment with global standards set by the International Civil Aviation Organization (ICAO) and the World Customs Organization (WCO).

Observers note that the agreement reflects Nigeria’s growing commitment to digital transformation in the aviation industry and positions the country at the forefront of innovation in the region.

By leveraging DALIL UAE’s expertise, Nigeria is seeking not only to modernise its cargo systems but also to establish itself as a secure and efficient gateway for regional and international trade.
