Keyamo Emerges AfDB Champion for Continental Aviation Reform Initiative

Nigeria’s Minister of Aviation and Aerospace Development, Festus Keyamo, has been appointed Champion of the Integrated Aviation Transformation Programme for Africa (IATP) by the African Development Bank Group, in recognition of Nigeria’s growing influence in shaping aviation financing and infrastructure development across Africa.

The appointment was formally communicated in a letter dated May 26, 2026, signed by Mike Salawou, Director of the Infrastructure and Urban Development Department of the AfDB.

The continental financial institution said Nigeria earned the recognition following its strong participation and early commitment to the Integrated Aviation Transformation Programme for Africa, an initiative designed to mobilise investment into Africa’s aviation industry and unlock sustainable growth opportunities within the sector.

According to the AfDB, the programme seeks to attract private and institutional capital into aviation, reduce financial and operational risks associated with the industry, and support the development of modern aviation infrastructure capable of driving economic integration, trade, tourism, and connectivity throughout Africa.

The Bank praised Nigeria for demonstrating significant leadership during the initial phase of the programme, particularly through the successful completion of the IATP country survey and progress made towards developing the Nigeria Country Compact.

It further highlighted the country’s identification of practical opportunities for aircraft financing and its ongoing drive to establish a national aviation financing platform aimed at improving access to funding for domestic operators and aviation-related investments.

The AfDB noted that these achievements had positioned Nigeria among the leading advocates of the programme on the continent and reflected the commitment of the Federal Government to aviation sector reforms.

The Bank also commended the Ministry of Aviation and Aerospace Development under Keyamo’s leadership, describing the minister’s role as instrumental in advancing Nigeria’s aviation transformation agenda and strengthening the country’s engagement with continental development initiatives.

As Champion of the programme, Keyamo is expected to play a strategic role in promoting the objectives of the IATP and supporting efforts to develop innovative financing mechanisms for Africa’s aviation industry.

The minister has also been invited to participate in a high-level side event scheduled for May 28, 2026, during the AfDB Annual Meetings.

The event, themed “Platform Solutions for Africa’s Transformation: De-Risking Aviation and Health Systems through Innovative Finance,” will bring together development partners, global investors, regulators, airlines, policymakers, and stakeholders from across the aviation and health sectors.

According to the AfDB, the forum will offer Nigeria the opportunity to present its aviation transformation agenda before an international audience while promoting the IATP as a viable framework for aviation financing and sectoral development across Africa.

The Bank explained that Keyamo’s appointment would further enable Nigeria to contribute directly to the design and implementation of the programme’s aircraft finance component, particularly in the area of establishing a Nigerian aviation financing platform that could serve as a template for other African nations.

The AfDB added that the initiative aligns with broader continental integration goals, including the Single African Air Transport Market and the African Continental Free Trade Area, both of which are aimed at improving intra-African trade and connectivity.

The Bank also disclosed that Keyamo had been invited to attend the signing ceremony of the IATP Nigeria Country Compact, a development it described as a major milestone in Nigeria’s participation in the programme.

The signing ceremony is expected to formally establish Nigeria as one of the founding country partners of the initiative and signal the movement of the programme from planning and strategic engagement into the implementation phase.

The AfDB expressed optimism that Nigeria’s proactive participation in the programme would encourage other African countries to adopt similar aviation financing reforms and collaborative investment strategies.

It stressed that the country’s leadership role could help reshape Africa’s aviation landscape by strengthening infrastructure development, expanding aircraft financing opportunities, and creating a more sustainable and competitive air transport sector across the continent.
