Adigun Reviews Bonded Terminals’ Operations at Kirikiri Lighter Terminal Command, Emphasises Efficiency, Compliance

The Acting Customs Area Controller of the Kirikiri Lighter Terminal (KLT) Area Command, Deputy Comptroller BL Adigun, has conducted a comprehensive operational efficiency review of bonded terminals under the Command, as part of efforts to strengthen compliance, improve service delivery and enhance the facilitation of legitimate trade.

The working and familiarisation visit, which took place on Monday, 15 December 2025, followed Deputy Comptroller Adigun’s recent assumption of duty.

It provided him with the opportunity to gain first-hand insight into terminal operations, assess their overall efficiency and deepen his supervisory oversight of activities within the Command.

According to the Nigeria Customs Service (NCS), the visit was aimed at evaluating the level of compliance with Customs laws, regulations and procedures, identifying operational gaps requiring improvement, and ensuring effective supervision of officers on duty.

The exercise also enabled the Acting Area Controller to review the state of readiness of the terminals, as well as the safety and security measures in place to safeguard cargo and personnel.

During the tour, Deputy Comptroller Adigun visited several operating bonded terminals, including Bestaf Terminal, Joliz Terminal, Phase 2 Terminal, ESSLIBRA Terminal and Port Express Terminal.

At each location, he inspected facilities, examined cargo handling processes and workflows, and interacted with officers and terminal operators.

He stressed the importance of discipline, integrity and strict adherence to Customs regulations, noting that compliance remains critical to efficient port operations, revenue protection and national economic growth.

In addition, the Acting Area Controller visited licensed bonded terminals that are yet to commence full operations, namely Beachland Consortium Limited, Harvard Terminal and Tenzik Terminal.

During the inspections, he confirmed that the terminals had met all required documentary and facility standards stipulated by the Service.

Deputy Comptroller Adigun assured the terminal operators of the Command’s full support and cooperation as they prepare to explore business opportunities within the maritime corridor, provided they continue to operate in line with established regulatory frameworks.

He also commended officers of the Command for their dedication and exemplary performance, urging them to strengthen teamwork as a collective strategy for facilitating legitimate trade.

Furthermore, he underscored the need for enhanced collaboration with sister agencies and other stakeholders, particularly in maintaining regulatory standards and ensuring seamless port operations.

The visit, the Service noted, afforded Deputy Comptroller Adigun a concise yet thorough understanding of the Command’s operational landscape, thereby reinforcing his supervisory control over all bonded terminals under KLT Command.

His emphasis on operational excellence, strict compliance, accountability and the facilitation of legitimate trade, officials said, was the defining hallmark of the inspection exercise.
