FG Lifts Suspension, Directs Naebi Dynamic Concepts to Resume Helicopter Landing Levy Collection

The Federal Government has formally lifted the temporary suspension placed on the collection of helicopter landing charges by Messrs Naebi Dynamic Concepts Ltd, authorising the firm to immediately resume its duties as consultants for the enforcement of levies related to air navigation services in the Gulf of Guinea.
In a ministerial directive issued on the matter, Naebi Dynamic Concepts Ltd was instructed to recommence the collection of levies from oil companies operating helicopter services at various strategic locations, including offshore fields, oil platforms, terminals, rigs, Floating Production Storage and Offloading units (FPSOs), heliports, helipads and aerodromes.
This resumption is in line with the provisions of the company’s existing contractual agreement with the government.
The directive further clarified that Naebi Dynamic Concepts Ltd is to issue invoices directly to oil companies involved in such helicopter operations.
However, in a significant exemption, helicopters operated by members of the Airline Operators of Nigeria (AON) are to be excluded from the levy enforcement exercise.
This development marks the end of a temporary suspension that had been placed on the levy collection by the Minister of Aviation and Aerospace Development, Festus Keyamo, SAN, CON, in June 2024.
The suspension had followed concerns raised by AON regarding the implications of the levy on their operations.
The resumption order is expected to streamline air navigation revenue collection related to helicopter movements in oil and gas operations, while addressing the regulatory concerns raised during the earlier suspension.
