NCAA, ICAO Launch National Workshop to Bolster Nigeria’s Aviation Security Oversight

The Nigeria Civil Aviation Authority (NCAA), in collaboration with the International Civil Aviation Organization (ICAO), has commenced a five-day national quality control workshop aimed at enhancing the country’s aviation security (AVSEC) oversight.

The workshop, which began on Monday, 21st July 2025 at the NCAA’s Lagos Regional Office, is part of efforts under ICAO’s Universal Security Audit Programme Continuous Monitoring Approach (USAP-CMA).

It seeks to sharpen national compliance and audit preparedness by addressing gaps identified during ICAO’s last USAP-CMA audit in March 2024.

Delivering the keynote address on behalf of the Director-General of Civil Aviation, Capt. Chris Najomo, NCAA’s Lagos Regional Manager, Barr. Olubukola Aduragbemi Terriba, described the workshop as a strategic step towards building a more resilient and responsive aviation security system in Nigeria.

“This training is designed to enable stakeholders to develop actionable strategies to improve the outcomes of ICAO’s security audit. It includes strengthening quality control measures, managing AVSEC-related crises more efficiently, and ensuring all aviation security practices are anchored in sound risk assessment,” Capt. Najomo stated.

Highlighting ICAO’s commitment to regional aviation security development, ICAO’s AVSEC Regional Officer for West and Central Africa, Mr. Ademola Oladele, reiterated the importance of Nigeria’s growing aviation influence across the continent.

“Nigeria is among the most active aviation hubs in Africa. Strengthening its aviation security capabilities is not just a national priority, but a regional necessity,” Oladele remarked, noting ICAO’s continued technical support to NCAA as pivotal in improving oversight functions.

The workshop brought together a cross-section of critical stakeholders in the aviation security space. These include NCAA’s Director of AVSEC, Dr. Ben Omogo, representatives from the Federal Airports Authority of Nigeria (FAAN), commercial airlines, and technical experts from the NCAA AVSEC department.

Participants will undergo a series of technical sessions focusing on quality control protocols, audit-readiness strategies, and best practices drawn from global AVSEC frameworks.

The training is expected to significantly improve Nigeria’s adherence to ICAO Annex 17 provisions, enhance risk-based oversight, and fortify national capacity for future aviation security audits.

With this initiative, the NCAA and ICAO reaffirm their shared commitment to ensuring the safety and security of Nigeria’s airspace in alignment with international standards.
