NiMet Unveils 2026–2030 Strategic Plan Anchored on I-PACE Core Values

The Nigerian Meteorological Agency (NiMet) has officially unveiled its Strategic Plan for 2026–2030, describing the initiative as a significant milestone in its ongoing efforts to strengthen institutional performance, enhance service delivery, and build climate resilience across Nigeria.

The unveiling ceremony, held in Abuja, brought together key stakeholders in the aviation and climate services sectors, highlighting NiMet’s renewed commitment to aligning its operational framework with Nigeria’s broader national development vision.

Speaking at the launch, the Director-General and Chief Executive Officer of NiMet, as well as Nigeria’s Permanent Representative with the World Meteorological Organization, Professor Charles Anosike, emphasised that the new strategic roadmap reflects the agency’s long-standing tradition of safeguarding lives and property through accurate and timely weather and climate services.

According to him, the strategic plan is designed as a comprehensive performance management framework that will guide the agency’s operations over the next five years.

“The Nigerian Meteorological Agency (NiMet) is implementing a comprehensive Strategic Plan (2026–2030) as a performance management roadmap to align its weather and climate services with Nigeria’s national vision,” Anosike said.

He further explained that as the agency operationalises the plan, NiMet is poised to become the first public institution within Nigeria’s aviation sector to fully institutionalise the Balanced Scorecard system as a core management tool.

The framework, he noted, will drive organisational performance through five strategic pillars: Employee Growth and Development, Strategic Partnerships, Technology and Innovation, Quality Service Delivery, and Revenue Diversification.

Professor Anosike also highlighted NiMet’s historic role in Nigeria’s meteorological services, noting that the agency has spent more than 140 years providing weather and climate information critical to sectors such as aviation, agriculture, disaster risk management and environmental protection.

The launch of the new strategic plan also underscores NiMet’s strong performance under the Federal Government’s results-driven governance framework coordinated by the Central Results Delivery Coordination Unit (CRDCU).

The CRDCU was established at the start of the administration of President Bola Ahmed Tinubu to strengthen performance monitoring and accountability across Ministries, Departments and Agencies (MDAs).

The framework operates through a Presidential Performance Bond system and results-based budgeting designed to ensure that government institutions deliver measurable outcomes in line with national priorities. The initiative also received commendation from the private sector and strategic partners.

Speaking at the event, the Managing Consultant and Chief Executive Officer of Balanced Scorecard West Africa (BSWA), Kayode Sufianu, praised NiMet for adopting the Balanced Scorecard as its strategic management framework.

Sufianu described the agency’s move as forward-thinking, noting that the framework enables organisations to translate strategic objectives into measurable and trackable results.

He commended the leadership of Professor Anosike for championing the initiative and acknowledged the contributions of NiMet’s senior management and the agency’s Balanced Scorecard Champions Team in developing the strategy.

According to him, the Balanced Scorecard framework allows organisations to measure performance across four critical dimensions — stakeholders, financial stewardship, internal processes, and organisational capacity — thereby ensuring that strategic goals are effectively implemented and monitored.

As part of the launch, Professor Anosike also unveiled NiMet’s refreshed institutional core values, encapsulated in the acronym I-PACE — Integrity, Professionalism, Accountability, Commitment, and Excellence.

He explained that the values will serve as the guiding principles for the implementation of the 2026–2030 Strategic Plan and will shape the culture, conduct and decision-making processes within the agency.

The DG noted that embedding these values across all levels of the organisation will ensure that NiMet continues to deliver world-class meteorological services that support national development, protect lives and property, and strengthen Nigeria’s resilience to climate-related risks.

With the unveiling of the strategic plan, NiMet is expected to deepen innovation, strengthen partnerships, and expand its technological capabilities while maintaining high standards in weather and climate service delivery for Nigeria and the wider region.
