Comptroller Joe Anani Assumes Leadership of PTML Command, Pledges Enhanced Trade Facilitation, Zero Tolerance for Smuggling

The newly deployed Customs Area Controller (CAC) of the Ports Terminal Multiservices Limited (PTML) Command, Comptroller Joe Anani, has assumed duty with a firm commitment to sustain and expand the remarkable records of trade facilitation, revenue generation, and anti-smuggling already achieved by the command.

At a brief handover ceremony, Comptroller Anani took over from the outgoing Controller, Assistant Comptroller General (ACG) Tenny Mankini Daniyan, and lauded the successes recorded under his stewardship.

He praised the command’s well-organised structure and strong stakeholder collaboration, promising to consolidate on these foundations.

Highlighting the deployment of the Unified Customs Management System (UCMS), popularly known as B’Odogwu, Comptroller Anani described it as a landmark achievement in trade facilitation and revenue collection.

He emphasised the need to build on the gains of this system and called for renewed cooperation from officers, sister government agencies, and private sector stakeholders.

“While thanking God and the CGC, Bashir Adewale Adeniyi, MFR, for the opportunity to serve here, let me state that our journey to succeed must remain a collective task. I am not here to do it alone,” Comptroller Anani said. “I hereby call on all customs officers, sister government agencies, private sector stakeholders and the press to support me in our goal to sustain PTML as a model port of excellence, known for security, efficiency, and diligent trade facilitation.”

He particularly stressed the importance of compliance as the bedrock of efficient port operations, citing PTML’s outstanding record of releasing compliant roll-on/roll-off consignments within two hours. He pledged to improve even further on this benchmark.

“Compliance minimises bottlenecks and enhances efficiency in global trade, and PTML cannot be an exception. It ensures adherence to regulations, reduces delays, mitigates risks, and fosters trust among trading partners. Non-compliance, however, leads to interventions, demand notices, delays, and possible seizures or arrests. I urge all stakeholders to embrace compliance for a win-win situation that saves both time and money,” he added.

Reiterating the Comptroller-General’s directive of zero tolerance for smuggling, Comptroller Anani assured stakeholders that strict enforcement measures would be maintained under his watch.

He also pledged accessibility and transparency, noting: “My office is without a door. I shall be accessible to all, physically and virtually, in the quest to improve on our duties. Feel free to interact with me and avail me of all relevant information needed for my success on this assignment.”

Stakeholders present at the ceremony commended ACG Daniyan for his trailblazing leadership, especially in the successful piloting and full deployment of B’Odogwu.

President of the Africa Association of Professional Freight Forwarders and Logistics of Nigeria (APFFLON), Otunba Frank Ogunojemite, hailed Daniyan as a man “whose records speak volumes positively,” urging him to carry the same zeal into the Nigeria Customs Service (NCS) management team.

Similarly, the Chairman of the Association of Nigeria Licensed Customs Agents (ANLCA), PTML Chapter, Chief Charles Nwarrienne, described Daniyan as “an excellent officer deserving of a certificate of project completion” for his diligent execution of the B’Odogwu project from inception to consolidation.
