Nigeria Customs Implements 2026 Fiscal Policy Measures, Revises Tariff Regime
The Nigeria Customs Service (NCS) has announced the implementation of the Federal Government’s 2026 Fiscal Policy Measures and Tariff Amendments, describing the move as a major step towards strengthening Nigeria’s fiscal and trade policy framework, enhancing revenue generation, promoting economic competitiveness and aligning the country’s tariff system with regional and international obligations.
The implementation follows the approval of the measures by President Bola Ahmed Tinubu and introduces significant amendments to Nigeria’s Customs and Excise Tariff framework aimed at supporting domestic industrial development, facilitating legitimate trade and improving the administration of fiscal and tariff policies.
In a statement issued on Wednesday by the National Public Relations Officer of the Service, Deputy Comptroller of Customs Abdullahi Maiwada, on behalf of the Comptroller-General of Customs, the Service said the new policy measures underscore the Federal Government’s commitment to creating a more efficient and transparent trade environment while strengthening the nation’s revenue base.
According to the statement, the approved amendments cover several key aspects of Nigeria’s tariff and fiscal regime. These include the Revised Import Adjustment Tax (IAT) List for the implementation of the ECOWAS Common External Tariff (2022–2027), the Revised National List for the implementation of the ECOWAS Common External Tariff (2022–2027), the Revised Import Prohibition List (Trade), the Revised List of Goods Liable to Excise Duty, the Green Tax Surcharge on motor vehicles with engine capacities of 2,000cc and above, as well as the Revised Export Prohibition List.
The Customs Service explained that the measures are designed to improve the implementation of fiscal and tariff policies while encouraging local industrial growth and ensuring Nigeria’s compliance with obligations under the ECOWAS Common External Tariff framework.
As part of the implementation process, the Service urged importers, exporters, manufacturers, licensed customs agents and other stakeholders in the trade ecosystem to acquaint themselves with the provisions of the amended tariff schedules.
It stressed that all affected parties are expected to comply fully with the applicable fiscal and regulatory requirements governing their respective import, export and manufacturing activities.
To ensure transparency and facilitate smooth implementation of the new policy, the NCS disclosed that the complete 2026 Fiscal Policy Measures and Tariff Amendments have been published on its official website for public access.
The Service encouraged stakeholders to download and carefully study the document to gain a proper understanding of the revised provisions and ensure full compliance with the approved fiscal measures and tariff amendments.
The NCS reaffirmed its commitment to supporting the Federal Government’s economic reforms through efficient trade facilitation, effective revenue collection and enhanced border security.
It added that the successful implementation of the new fiscal policy measures would require the cooperation of all stakeholders across the trade value chain, noting that such collaboration is essential to building a more competitive, transparent and sustainable economy.
