Nigeria Charts New Aviation Future as ICAO Delivers 20-Year Master Plan at Global Forum in Morocco

Nigeria has taken a decisive leap towards the long-term transformation of its aviation industry following the formal presentation of its Civil Aviation Master Plan (CAMP) by the International Civil Aviation Organization at an international symposium in Marrakech, Marrakech.

The strategic document was handed over on April 14, 2026, during the opening ceremony of the ICAO Global Implementation Support Symposium (GISS), with the Honourable Minister of Aviation and Aerospace Development, Festus Keyamo, receiving it on behalf of the Nigerian government.

The Minister also played a prominent role at a Ministerial Round Table held on the sidelines of the symposium, where he addressed global aviation leaders on the theme “Future of Aviation Workforce in Nigeria.”

In his presentation, he highlighted ongoing reforms and initiatives aimed at tackling the shortage of skilled manpower within the sector, stressing the importance of building a resilient and future-ready workforce.

The Civil Aviation Master Plan, which covers a 20-year period from 2025 to 2045, is widely regarded as a cornerstone policy framework that will guide the sustainable growth and modernisation of Nigeria’s aviation ecosystem.

It is carefully aligned with the country’s National Development Plan, ensuring that aviation development supports broader national economic priorities, including infrastructure expansion, trade facilitation, and job creation.

The development of the CAMP was initiated in September 2024 after ministerial approval, with technical support provided by ICAO’s Capacity Development and Implementation (CDI) unit.

The process began with a comprehensive training programme designed to equip Nigerian aviation stakeholders with the knowledge and tools required for effective master planning, thereby ensuring that the final document reflects both global standards and local realities.

A major thrust of the plan is the modernisation of aviation infrastructure across Nigeria. This includes upgrading existing airports to meet rising passenger and cargo demands, as well as integrating cutting-edge technologies such as unmanned aerial systems to enhance operational efficiency and service delivery.

Safety and security form a central pillar of the master plan, with a strong commitment to maintaining international best practices and achieving a zero-fatality aviation environment. The document outlines measures to strengthen regulatory oversight, improve safety management systems, and ensure continuous compliance with global aviation standards.

In a bid to unlock the economic potential of the sector, the CAMP also promotes the development of aerotropolis hubs – integrated airport cities designed to stimulate commercial activities, attract investment, and generate employment opportunities. These hubs are expected to enhance connectivity within Nigeria and position the country as a regional aviation and logistics hub.

Furthermore, the master plan places significant emphasis on sustainability and innovation. It provides a roadmap for developing human capital through targeted training and capacity-building initiatives, while also encouraging private sector participation in key areas such as Maintenance, Repair and Overhaul (MRO) facilities and modern cargo terminals.

Environmental considerations are equally prioritised, with strategies aimed at reducing the carbon footprint of aviation operations and aligning Nigeria’s growth trajectory with global sustainability goals.

The presentation of the CAMP at a high-profile ICAO event underscores Nigeria’s commitment to global aviation standards and its determination to strengthen its standing within the international aviation community.

With ICAO continuing to provide technical guidance and support, stakeholders are optimistic that the successful implementation of the master plan will usher in a new era of efficiency, safety, and economic growth for Nigeria’s aviation sector, firmly positioning it for the demands and opportunities of the future.
