NCAA Unveils Revised Policy Manual to Boost Efficiency Across Regional Offices

The Nigeria Civil Aviation Authority (NCAA) has completed a comprehensive review of its Policy and Procedure Manual (PPM) for regional offices, in a move aimed at strengthening operational efficiency and enhancing regulatory alignment across the country.

The milestone was marked during a formal presentation ceremony held on 13 April 2026 at the Authority’s headquarters in Abuja. The event was chaired by the Director of Human Resources and Administration, Anastasia Gbem.

In his opening remarks, the Director-General of Civil Aviation (DGCA) explained that the PPM review committee, inaugurated in February 2026, was tasked with updating the manual to reflect the evolving structure, operational realities, and strategic direction of the Authority.

He emphasised that the revised document is designed to align with the Standards and Recommended Practices (SARPs) of the International Civil Aviation Organization (ICAO), while also promoting efficiency, coordination, and consistency across NCAA’s regional offices.

The committee drew membership from across all directorates of the Authority, alongside Regional Managers representing key operational centres in Abuja, Lagos, Port Harcourt, Kano, Kaduna, and Enugu. This broad representation ensured that diverse operational perspectives were captured in the updated manual.

Among the notable revisions is the incorporation of newly established directorates, including those of Public Affairs and Consumer Protection, Legal Services, Aviation Security, and Corporate Services. These additions reflect NCAA’s ongoing institutional expansion and its commitment to strengthening regulatory oversight in Nigeria’s aviation sector.

A key highlight of the ceremony was the formal distribution of the revised PPM to all Directors and Regional Managers, signalling the Authority’s resolve to ensure uniformity in procedures and effective implementation across its nationwide operations.

Speaking on behalf of the review committee, its Secretary, Oyewumi Oyelade, expressed appreciation to the DGCA, committee members, and stakeholders for their contributions to the successful completion of the exercise. He noted that the collaborative effort underscores NCAA’s dedication to institutional excellence and continuous improvement.

The updated manual is expected to serve as a critical framework for guiding operations, improving service delivery, and reinforcing regulatory compliance within Nigeria’s aviation industry.
